    Freeze and timer clauses? On a league that's primarily Wi-Fi? How do you even enforce those? Freeze clause effectively means "okay well just don't use ice beam anymore just in case", turning off entire offensive moves; timer clause can quickly turn into he-said, she-said arguments.

Being "required" to carry a counter/pseudo-counter/whatever is only necessary if it's legitimately going to be common, which again I will insist it...

    I don't have a problem with your current suggestions, as it's largely just clean-up work anyway. I would, however, like to take this time to ask if anyone has any other suggestions, corrections, objections, etc., or if the current list is enough as-is.
